Consultation on a Proposed Visitor Levy in Conwy County
Introduction
Conwy County Borough Council is seeking views on whether a Visitor Levy should be introduced in the county under the provisions of the Visitor Accommodation (Register and Levy) etc. (Wales) Act 2025.
A Visitor Levy is a charge applied to overnight stays in visitor accommodation (for example, hotels, guesthouses, self-catering accommodation, campsites and similar). The Welsh Government has set national levy rates of:
· £1.30 per person per night for most types of accommodation
· £0.75 per person per night for hostels and tent pitches
Where visitor accommodation providers are VAT registered, VAT will apply on the total cost charged to visitors, including any levy passed on to the visitor.
The following exceptions are in place:
· under 18 years of age and staying on a campsite pitch or in shared rooms (such as a hostel or dormitories)
· staying for more than 31 nights in a single booking
· in emergency or temporary housing arranged by the local council
At this stage, no decision has been made to introduce a Visitor Levy in Conwy and consultation responses will be considered before a decision is made.
This consultation is intended to:
· Gather views on whether a levy should be introduced, and
· Understand opinions on how it might operate locally, and
· Inform any future decision by elected members.
What would a levy mean?
· The levy would apply to overnight visitors staying in paid accommodation.
· It would be collected by accommodation providers.
· Any income raised would be retained in Conwy county and would be used to support services and infrastructure related to visitors and communities.
· A Levy Partnership Forum would advise on how the levy income should be spent.
How could the money be used?
· Maintaining and improving public spaces
· Supporting tourism infrastructure and visitor facilities
· Enhancing transport and access
· Supporting heritage, culture and community assets
· Managing environmental impacts
