Introduction

As a recipient of funds from the U.S. Department of Housing and Urban Development (HUD) of the Augusta Richmond County, the Augusta Georgia Housing and Community Development Department (HCD) is in the process of preparing Augusta’s Consolidated Plan for Housing and Community Development for the upcoming 5 years, 2025-2029. The US Department of Housing and Urban Development (HUD) requires this Plan, in order for the State to receive funding for the State Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs. The Plan will describe Augusta’s housing and community development needs, strategies, and priorities.

This Plan affects many communities and organizations across the city and county, and input from the city / county and regional agencies, organizations, and local governments is vital to identifying needs and allocating resources.

Augusta is required by Federal Regulations to obtain input from local citizens on the community's housing and economic development needs and recommended use of federal funds as part of the Consolidated Planning process. Results of these engagements will be reported back by HCD as part of the Consolidated Planning process and reviewed through work sessions with Augusta’s Senior Leadership.

The most direct way for Augusta to obtain the input of local government and political leadership, as well as the local citizens regarding these needs, is through our Community Needs Assessment Survey.

Augusta-Richmond County (ARC), as a recipient of funds from the U.S. Department of Housing and Urban Development (HUD), is conducting this survey for two purposes:

1. To collect updated information on housing and community development needs in the ARC for the Consolidated Plan (Con Plan) and administrator Analysis Impediments (AI); and the funding years 2028-2029.

2. To confirm that the community development and housing needs identified for the 2024-2025 Annual Plan in the 2019-2024 Consolidated Plan are still applicable.

This survey is meant for people who work in the fields of housing and community development, lending, social services, fair housing and advocacy. Your participation is voluntary, but very important to the development of a meaningful plan. All responses are confidential and will only be reported in combination with those of other participants (i.e., data percentages and ranking.
