Cultural and Linguistic Competence (CLC) Pilot Project

The Pennsylvania Care Partnership is excited to invite you to submit an application to participate in our Cultural and Linguistic Competency Pilot Project Program. 
 
In 2015, we hosted our inaugural CLC Pilot Project with York, Northumberland, and Montgomery counties. In 2017 we expanded the program to include Luzerne, Crawford and York Counties. To date, the program has provided valuable seed grants for innovative projects that have enhanced CLC programming across the state. Given the noted success, we are offering this unique technical assistance program in 2019.  The overarching goal is to incorporate culturally and linguistically competent methods into the Pennsylvania county system of care programs using the expertise of the county leadership team, PA Care Partnership implementation team, youth, family, system partners, and community members. The project duration is six months beginning August 2019, and concluding February 2020. 

Pennsylvania Care Partnership counties are at different stages of familiarity and comfort with cultural competency in their work, and many counties are new to the notion of developing programs to address equity issues affecting the youth and families they serve. This mini grant opportunity:

1.       Is open to current System of Care counties
2.       We are seeking up to seven (7) counties to be part of the pilot
3.       Each county will be awarded up to $1,500.00 for the mini grant.
 
Pilot Program objectives may include but are not limited to:
  • Understanding demographics and diversity in the pilot county
  • Development of culturally relevant and culturally specific training for youth, family, system partners, and community partners
  • Building relationships with Cultural Brokers and Community partners
  • Evaluating translation and interpretation services for those with limited English proficiency
  • Performing Organizational Assessments (ensuring community reflective representation at all levels of county leadership and among staff)
  • Developing culturally and linguistically appropriate materials that match the health literacy of youth and families served
  • Understanding Disparity Data for county youth and families served 
The CLC Coordinator will work with selected pilot counties to improve methods for the delivery of culturally and linguistically appropriate services in three phases. Each phase of the project aims to: (1) heighten awareness, (2) influence attitudes toward practice and (3) motivate the development of knowledge and skills to incorporate cultural and linguistic competence into the county’s system of care. The pilot project phases include:
  • Conducting a CLC Assessment
  • Developing a CLC Plan
  • Implementing an Action Item from the County CLC Plan
