The mission of the Government Affairs Committee is to provide opportunities for information exchange between Chamber members and governmental officials on a regular basis.  

This survey will take you less than 10 minutes and it will impact our approach throughout the Legislative session.  Once you have completed the survey you will have an opportunity to be entered into a drawing for a $250 housewarming credit from Avista Utilities.  Please note that this can be applied to a personal or business account.

* 9. State Funding for School Facilities: The State of Idaho is ranked 49th in the nation for helping school districts build new facilities when needed. This lack of support from the State level causes the school districts in the state to have older, worn-down facilities that hinder the ability to meet the current needs of our students, reduces the ability to attract new businesses and families to move to our community, and places the sole burden of facilities funding onto the local taxpayer.  How would you rate the importance of this related to your business?

* 11. Local governments provide necessary services to our community. Current state laws limit local government revenues to property taxes. Over one-half of the property located in the City of Moscow is exempt from property taxes, severely limiting revenue sources. Local Option Sales Tax authority would allow local government to adequately fund needed services.
Local government should be granted local option taxing authority by the Idaho Legislature.

In recent legislative sessions, the Idaho Chamber Alliance has proposed plans to reduce the Business Tax Rate and cut other taxes as a way to attract new business and provide relief to current businesses.  Some consider this a piece-meal approach and say it’s time that, Idaho should take an overall look at its tax structure.  Including all of its tax exemptions, and make changes there, before proceeding with any other tax incentives.  Do you agree that the Idaho Legislature (or a committee they assign) should take an overall look at the states’ tax structure before making further changes, or should Idaho stay the course and continue on the path it’s on?

* 16. Housing Costs: Last year, respondents indicated that retaining area college students on graduation is the single largest impediment to sustaining their current business level. One of the challenges to recruiting employees, and in fact for all residents of our community, is the high cost of housing. Housing costs in our area are some of the highest in the state. The high costs make work-force housing challenging to find in city limits.  Websites commonly used by prospective new residents which rate communities’ livability, such as bestplaces.net or niche.com, point out that the cost of living in Moscow and Latah County is higher than the state and national average, due primarily to the high cost of housing. The results make Moscow look like a less desirable community to launch a career, raise a family or retire.
