Grantham / Jersey Street Intersection

This intersection has seen a number of crashes each year and meets the criteria required as a Black Spot. To lower number and severity of these crashes, an application for black spot funding was made to Main Roads Western Australia (MRWA) to modify both Pangborne and Jersey Street intersections to restrict some right turn and cross traffic flows as per Image 1 below.

The funding of the treatment by the MRWA black spot program is reliant on meeting certain design criteria, network performance and efficacy. As a result of these warrants, the preferred treatment by MRWA is one that is lowest impact to the network, greatest cost benefit (lowest cost with highest reduction of crashes) and aligns with the intersection treatment matrix.

The MRWA matrix places order of preference from a technical point of view as:

1.       Left in Left out or Multi intersection treatment
2.       Roundabout
3.       Traffic Signals

The option to install a roundabout was also investigated however due to a lack of available land and the associated impacts to the immediate neighbouring properties this option is not viable or realistic in this location.
However, to ensure the best outcome is achieved the Town is committed to seeking feedback from the community on the options before determining the longer-term solution to addressing this black spot.
Treatments such as traffic lights will be both high cost and long lead times to implement and so to address the concern now, while still determining community desire, a trial of the multi-intersection treatment (Image 1) will be undertaken commencing in late January to determine if the Black Spot treatment requested will be supported by the community prior to a permanent implementation.
This survey seeks feedback on the preferred long term treatment preferences of the community and to seek feedback on the trial.
