410 W Harrison - Alley Vacation Survey

As you may have heard, our local development team, which includes Alexandria Real Estate (property owner) and Washington Holdings (multifamily developer), is planning a new multifamily housing development at 410 West Harrison Street.
The site is zoned C2-55 (Commercial with a 55-foot height limit) and MR (Multifamily, Midrise), and is bounded by Elliott Avenue West, West Harrison Street, and 4th Avenue West. The proposed development will add 200-250 new apartment units and 150-180 parking stalls.
This project includes a proposed alley vacation that would vastly improve walkability, landscaping, sidewalk widths, street tree plantings, public safety, open space, and the pedestrian experience around the site.
As part of the alley vacation process, the developer must propose public benefits in exchange for vacating the alley. The five-question survey below will help us gauge public feedback on our proposed public benefits. We thank you in advance for your input.

1.The alley vacation will improve the area around Harrison St in Uptown by making the following improvements:
· Proposed 5th Ave R.O.W. improvement consolidates multiple curb cuts and driveways

into a single vehicular and service access point;

· Creating a more efficient building and allowing for significantly more open space

· Ensuring continuous street frontage that will increase pedestrian safety;

· Providing a more walkable streetscape, aligning with the Uptown neighborhood design guidelines;

· Focusing car access away from the intersection, thereby increasing overall safety; and

· Adding approximately 50 new housing units.

2.The alley vacation will enable better access and circulation around the site to enhance the pedestrian experience. This occurs by shifting the main vehicular access away from the Elliott / Harrison corner, adding wider sidewalks and generous landscaping buffers along Elliott Ave W and W Harrison St. The 4th Ave W improvement will also enhance a hill climb experience with zig-zag paths and landings for comfort and aesthetic enjoyment.

3.The public benefit improvements will also enhance walkability around the site and improve connections to Uptown and public amenities like the waterfront and Myrtle Edwards Park.

4.The alley vacation allows for additional housing and improves a site that is currently a parking lot, an above-grade parking garage, and a vacant, low-density office building.
