Background: The Greater Baldwin Hills Alliance (GBHA) is a collaborative effort of Community Health Councils, the City Project, neighborhood associations and block clubs. The alliance formed after Plains Exploration and Production (PXP) announced plans to expand their drilling operations in Baldwin Hills by 1,000 new wells. GBHA was formed to provide a forum for the impacted communities to review the draft Environmental Impact Report (EIR) and develop appropriate administrative, regulatory and legislative remedies.

[Background: The Baldwin Hills Community Standards District, adopted in October 2008 required the creation of a Community Advisory Panel (“CAP”). It is described as the following:  “A community advisory panel shall be established by the director to foster communication about ongoing operations at the oil field and to allow the community representatives to provide input to the county and the operator.”

Note: Members of the GBHA advocated for the creation of the CAP to ensure consistent community input. It has met since January 2009 and is convened by the Department of Regional Planning.]
