The College of Respiratory Therapists of Ontario (CRTO) is inviting its Members, system partners, and the public to participate in a consultation on its proposed revisions to the Professional Misconduct Regulation (O. Reg. 753/93).
The Professional Misconduct Regulation sets out what constitutes professional misconduct and helps ensure Respiratory Therapists provide safe, ethical, and competent care. The regulation addresses a wide range of professional activities, from record keeping and business practices to unacceptable conduct. These provisions allow the CRTO to hold Members accountable to the established standards of practice and the legislation, regulations, and guidelines that govern Respiratory Therapy in Ontario.
The regulation has not been updated since 1999. In 2025, the CRTO undertook a detailed review of the regulation to make it clearer, modernize the language (including gender-neutral terms), and align it with current standards and legislation. The proposed amendments also add more specific provisions to better define expectations for Respiratory Therapists across their diverse areas of practice.
The revised draft regulation was reviewed and approved for consultation at the Council meeting on December 12, 2025. The consultation survey will be open for 60 days, from January 8, 2026 until March 9, 2026.
Once the feedback from the survey is received, the revised Professional Misconduct Regulation will be presented at the March 26, 2026, Council meeting. The Council will ultimately finalize the draft amendments before the regulation is submitted to the Ministry of Health.
