Franklin County Career and Technology Center Feasibility Study

Background and Purpose

Agriculture, business, industry, tradesmen, healthcare, and human service providers are looking to Franklin County. They look to the county for its location, affordable housing, solid public schools that include the Franklin County Career and Technology Center, access to colleges and universities, medical facilities, infrastructure, and the overall quality of life that Franklin County offers.

In order to sustain the excellence for which Franklin County is known, leaders in commerce, government, and education, along with workers, all emphasize the need for a highly skilled workforce. Further, they recognize, given the rate of change in today’s business environment that members of this county’s workforce will need to be trained and retrained numerous times over the course of their careers. Unfortunately, the current and projected size, traits, and skill sets of the workforce of the county are often cited as concerns by employers, workers, residents, and economic development groups.

Franklin County Career and Technology Center recognizes its importance in addressing these concerns and providing solutions to better attract, train, retain, retrain, and place skilled workers in high-demand jobs in York County. As a result, the Franklin County Career and Technology Center's Joint Operating Committee and the superintendents and school boards from the six partner school districts commissioned Crabtree, Rohrbaugh & Associates to complete a study to help determine the most effective and efficient use of the Franklin County Career and Technology Center.
