In keeping with the Local Government Act 2002 (LGA) Council is required to undergo a Special Consultative Procedure (SCP) in respect of significant changes applied to Annual and/or Long Term Plan activities.

The only changes that require a SCP in the Annual Plan 2017-18, are proposed amendments made to Council’s Fees and Charges. In order to help support fair charging for services and facilities, Council generates revenue on a user pays basis through Fees and Charges where equitable, to provide balance across services being funded by rates.
