The Saint Cloud Area Planning Organization (APO) is in charge of developing a Transportation Improvement Program (TIP). The TIP is a federally mandated, annually prepared document that contains highway, transit, and other transportation projects for which Federal funds are programmed during a four-year period within the metropolitan area.

Benton County, Sherburne County, Stearns County, and MnDOT have requested to change the 2022-2025 TIP. The APO is seeking your opinion on these proposed changes to the document.

* 1. Benton County is proposing to conduct a funding swap impacting the CSAH 1 reclamation project occurring within the APO’s planning area. The full scope of the CSAH 1 project (reclamation from CSAH 29 to CSAH 2) falls within both the APO’s planning area and within the planning boundaries of the Region 7W Transportation Policy Board. As a result, this project was split in two (CSAH 29 to roughly CR 78 and CR 78 to CSAH 2). Both sections of this project were receiving Federal funding assistance. To simplify administrative work, Benton County is proposing to take the Federal funding awarded to the APO portion of the project and apply that to the Region 7W portion of the project. In exchange, the state aid portion of the Region 7W project will be applied to the APO section. Since the APO’s portion of the project is no longer Federalized, Benton County is requesting to REMOVE this portion of the project from the TIP. The project will still be completed; however, state aid funds will be used instead. How do you feel about this proposed change?
