FY2026 CoC Renewal Project Evaluation and Scoring Criteria

Comments are sought on the draft Continuum of Care (CoC) Renewal Project Evaluation and Scoring Criteria for the upcoming FY2026 CoC competition. These are the scoring criteria that will be used to evaluate currently funded CoC project seeking renewal funding in the FY2026 competition.

As a reminder: The FY2026 Competition will fund projects for grant terms 2027 - 2028.

The development of these scoring criteria took into consideration the following factors:
  • Criteria projects were scored on in last year's competition or prior years.
  • Preliminary data for 2025 performance
  • Anticipation of new expectations HUD may include in the upcoming FY2026 CoC Notice of Funding Opportunity
All comments must be submitted by 11:59 pm on Wednesday, March 25, 2026. Comments will be reviewed by the Funding and Performance Committee, with the goal that the final scoring criteria presented to the CoC Board for a vote at their April 2026 board meeting.
