ECE PDO Application 2024 |
Welcome to the Early Childhood Education Professional Development Organization (ECE PDO) at Public Health Management Corporation (PHMC). As one of two statewide PDOs, we coordinate Career Pathway services and supports for the ECE workforce in Philadelphia and surrounding Southeast counties (Bucks, Chester, Delaware and Montgomery). In partnership with the Office of Child Development and Early Learning (OCDEL) the PDO supports direct access for the ECE workforce to pursue career pathways that lead to degrees or credentials. This information in this application will help determine whether you are eligible for PDO funded coursework or services.
To be eligible for PDO funding applicants must:
· Be a Pennsylvania resident
· Be a current employee at a certified child care program for 3 months or more or demonstrate employment history of 6 months in child care if newly hired. Participants actively enrolled in PDO activities will not be impacted by change of employer as long as the new employer is a certified child care program
· Work a minimum of 25 hours per week directly in a certified child care program
· Meet salary requirements for child care directors make no more than $25.00 per hour; for child care teachers, asst. teachers and aides make no more than $21.63 per hour
· Be interested in pursuing coursework at a participating college toward an AA or BA degree or a CDA credential
· Maintain GPA and course grades meeting transfer requirements; a watch plan is developed for participants not meeting transfer requirements

Please note:
· Applicants who are in a non-PA DHS certified program or classroom (such as Head Start, Pre-K Counts, etc), or have other questions about meeting the eligibility requirements outlined above, should contact the PDO before completing this application OR enrolling in coursework
· Enrollment is based on prioritization and available funding
· Students may not participate in PDO funded coursework if determined ineligible
· Applicants will be required to upload supporting documentation to verify eligibility, such as paystubs
· Applicants must sign a Pennsylvania Early Childhood Education Commitment Form. This form is an attestation to a two year commitment to the ECE field in PA once coursework is complete, along with individual understanding of accountability, evaluation, and personal responsibly measures outlined by the Office of Child Development and Early Learning (OCDEL)
