2023 MMHCA Survey

MMHCA Annual Survey - Missouri Chapter

MMHCA is seeking information from trained mental health professionals who are licensed to inform advocacy processes, chapter services, and perceptions of existing and pending laws at the State level.  The information you provide will inform board and committee decision making for the 2023-2024 fiscal year.
1.Other States have implemented additional titles for Licensed Professional Counselor's (LPC).  One example is a Licensed Professional Clinical Counselor (LPCC).  This description is defined as: a master's degree in counseling from an accredited college or university, including 60 semester hours, core clinical coursework (a minimum of 15 contact hours in each of 3 categories determined by the board), and 800 hours of clinical training in a supervised practicum and internship.  Should the State of Missouri's Board of Professional Counselor's consider adding additional licenses like this?
2.MMHCA offers trainings for LPC's seeking supervision status in the State of Missouri.  We are considering the expansion of our training program. Please select the topics of interest that you wish MMHCA would consider?
3.My clinical practice could be described as...
4.House Bill 1098 has been developed to create provisions for telehealth services after the COVID19 Emergency Status expires May 11, 2023.  Specific topics of interest include protecting audio-only telehealth.

H.4. Distance Counseling Relationship in the American Counseling Associations 2014 Ethical Standards state "When providing technology-assisted services, counselors make reasonable efforts to determine that clients are intellectually, emotionally, physically, linguistically, and functionally capable of using the application and that the applica
tion is appropriate for the needs of the client. Counselors verify that clients.
understand the purpose and operation of technology applications and follow up with clients to correct possible misconceptions, discover appropriate use, and assess subsequent steps."  (pg. 18)

MMHCA endorses audio only telehealth as long as the State in which you reside authorizes these services.  See American Mental Health Counselors Association (amhca.org) for more information.

9.Nebraska Gov. Pete Ricketts signed Legislative Bill 752 into law becoming the the 10th State to enact the Interstate Counseling Compact. Successfully crossing the 10-state threshold to activate the Compact and begin the next phase of the process.

The Compact is a contract among states that will allow professional counselors who are licensed and residing in a Compact member state the privilege to practice in other Compact member states. The privilege to practice across state lines will expand the reach of these counselors and help to address the increasing need for mental health services.

Now that 10 member states have enacted the Counseling Compact legislation, those states (Alabama, Florida, Georgia, Kentucky, Maine, Maryland, Mississippi, Nebraska, Utah, and West Virginia) will establish a governing structure to oversee the implementation of the Compact.

According to the information available, any additional state that enacts Compact legislation before the Commission meets for the first time will become part of the Commission’s foundational group that is tasked with developing the rules.
