Objective

The CEC Net Zero Benchmark disclosure framework is being released for comments after careful consideration by the initiative's Technical and Steering Committees.

The disclosure assessments will be complemented by sector-specific studies of alignment of capital expenditures, lobbying and advocacy activities, and other elements which will help investors assess company progress on climate objectives. CEC will announce specific alignment assessments to be produced in 2023. For examples of alignment assessments produced by CA100+ to date, click here.
Efforts have been taken to ensure the draft Benchmark is suitable for the Canadian context, in particular, in relation to assessing potential impacts of the net zero transition on Indigenous Peoples. This consultation is meant to gain feedback and ensure CEC Participant support for the final benchmark tool. The consultation is also meant to help inform, engage , and build the capacity of participants to use the CEC Benchmark to support their engagement efforts.

Do you support our objective of aligning the CEC Benchmark with the global CA100+ approach to evaluating climate performance of high emitting public issuers?

Other than the inclusion of Indigenous considerations in the Just Transition indicator (Indicator 9), we have tried not to deviate from global benchmarks. However, are there any other specific ways that this Benchmark needs to deviate from global standards to reflect the specificity of the Canadian context?

CEC benchmark indicators proposed here for the evaluation of short, medium, and long-term targets correspond with the proposed approach to the CA100+Benchmark 2.0 (currently in consultation and anticipated to be announced in Q1 2023). The CEC Technical Committee (TC) established a working group with Indigenous and labour experts to develop a fit-for-purpose set of Canadian "Just Transition indicators", sub-indicators and metrics, inclusive of considerations regarding potential impacts on Indigenous businesses, communities and governments related to the implementation of net-zero transition plans. The indicators address engagement, commitments, and actions. Do these "Just Transition indicators" provide relevant, sufficient, and comprehensive information on whether a corporate issuer is considering its impacts on people and communities in developing its climate transition plans?
