Survey Summary

The Maryland Department of Housing and Community Development is kicking off the process to revise the Maryland Qualified Allocation Plan for the Allocation of Low Income Housing Tax Credits (the “QAP”) and the Multifamily Rental Financing Program Guide (the “Guide”). Together, the QAP and Guide establish the priorities and process for allocating a variety of competitive and non-competitive financing sources (including Low Income Housing Tax Credits and Rental Housing Program funds) that are available to promote the creation of affordable rental housing in the State of Maryland.

The QAP and Guide were last updated in a significant manner in 2013, and technical updates were made in 2014 and early 2015. DHCD is now beginning the process of a more substantive update to the QAP and Guide, and is seeking the input of interested parties through this Survey to identify issues that will inform the revision process.

This Survey is only one method of providing input into the revision of the QAP and Guide. In addition, over the next several months, DHCD will convene a number of meetings to solicit public input into the revision of these documents. DHCD also encourages written input and has established an email address to facilitate this input: dhcd.qap@maryland.gov. A full schedule of the revision process is also being circulated simultaneously with this Survey.

We will keep this survey open for completion until Friday October 23, 2015.

Current and prior versions of the QAP and Guide are available on DHCD’s website for reference and review at http://www.dhcd.maryland.gov/Website/programs/lihtc/Default.aspx .
