The City of El Segundo, in partnership with the South Bay Cities Council of Governments (SBCCOG), has designated a "Local Travel Network" for its residents. "Rolling Turtle" signs have been placed throughout the city to let residents know that they are on a slow-speed route that encourages the use of zero-emission low-speed modes—e-bikes, neighborhood electric vehicles (street-ready golf carts), personal scooters, and pedal bikes. We need your help so we can better understand your thoughts on the brand, its meaning, and how folks actually get around in El Segundo. Your voice matters.

The SBCCOG’s previous research determined that well over half the trips throughout the South Bay are shorter than 3 miles. Because El Segundo is a compact city, we expect most trips are even shorter than that. Yet, most families drive a large, heavy, expensive full-sized vehicle for those trips on already designated slow-speed streets that are, typically, 25 mph. The LTN in El Segundo and its eventual expansion into neighboring cities is designed to produce the following benefits:
  • Encourage use and purchase of short range, low speed devices for local travel
  • Reduce travel costs for residents
  • Protect the safety of pedestrians and all road users
  • Improve air quality and reduce greenhouse gas emissions
  • Minimize electricity consumption needed for zero-emission mobility
  • Reduce congestion throughout the South Bay
