The U.S. Department of Homeland Security’s National Urban Security Technology Laboratory’s (NUSTL) System Assessment and Validation for Emergency Responders (SAVER) program is seeking details on Battery-Powered Spreading, Cutting, and Spreading/Cutting Combination Vehicle Extrication Tools for the Request for Information (RFI) 70RSAT22RFI000009, published on April 29, 2022 through SAM.gov.
NUSTL is requesting information and conducting market research to identify potential vendors, manufacturers, or distributors of battery-powered spreading, cutting and spreading/cutting combination vehicle extrication tools. This equipment assists emergency responders in extricating trapped persons inside vehicles involved in collisions. These systems are not tethered to power supply systems that require additional on-scene equipment, which might slow their deployment or hinder their access while operating within the vehicle. Handheld battery-powered spreading, cutting and combination spreading/cutting rescue tools provide the responder with the mobility and flexibility to gain quick access and initiate life-saving rescue operations. These tools must be available as commercial-off-the-shelf products and be:
- Single-person portable
- Self-contained (no tethers or cords to a separate power unit)
- NFPA 1936-compliant
Responses to this RFI are solely for the purpose of market research and will be used for a market survey of commercially available battery-powered spreading, cutting and spreading/cutting combination vehicle extrication tools. No content in this RFI shall be interpreted as a commitment on the part of NUSTL to enter a contract with any respondent or to make any procurement.
By submitting a response to this RFI, each respondent agrees that any cost incurred in responding to this request, or in support of activities associated with this RFI, shall be the sole responsibility of the respondent. NUSTL shall incur no obligations or liabilities whatsoever, to anyone, for any costs or expenses incurred by the respondent in responding to this RFI.
