DCED FY2022 ESG Application

City of Philadelphia Office of Homeless Services Request for Proposal 

Dear Applicant:
The Commonwealth of Pennsylvania, through the Department of Community & Economic Development (DCED), anticipates receiving an award of $5,772,551 in Emergency Solutions Grant (ESG) funds for FY2022 through the U.S Department of Housing and Urban Development (HUD) based on what was received during the FY2021 allocation. DCED will use the ESG funding to support applicants who will work to end homelessness as quickly and efficiently as possible for all vulnerable populations.

The City of Philadelphia's Office of Homeless Services (OHS) is submitting a request for Emergency Solutions Grant (ESG) funds to DCED.

OHS continues to recognize the need for funding to support Rapid Re-Housing and Homeless Prevention programs to assist vulnerable Homeless Families with Children and Homeless Individuals. Therefore, the ESG funding will be prioritized to support Homelessness Prevention and Rapid Re-housing programming that serves the most vulnerable populations within these household types.

We are soliciting Applicants to apply for DCED ESG funding by the City of Philadelphia's Office of Homeless Services (OHS). Submissions are due June 01, 2022, 5PM EST. See details below for submission guidelines.

ESG Project Narrative/ Statement of Need
Applicants must provide a need based and data-informed narrative that gives a detailed explanation of the homeless population in the community, a description of how the agency provides a comprehensive range of services by connecting participants with mainstream resources, and details to indicate if there is a gap in services that would prohibit the participant from gaining permanent housing stability.

The applicant should include actual assessments of the number of individuals/families served in the past, if applicable, the unemployment rates of the populations to be served, the most recent and available Point-in-Time data of the unsheltered homeless population, how long participants remain homeless before receiving permanent housing, identified barriers to entering the homeless system, and any other data that may support the funding requested.

The applicant must demonstrate how the funding will impact the community and how the services are aligned to meet the local Continuum of Care strategic plan, written standards and system performance measures.

Additionally, all program design forms must respond to how the agency intends to meet the needs outlined in this statement of need narrative.
