SF ELC Workgroup Application, 2014-15
San Francisco’s Expanded Learning Collaborative: Making the Most of Out of School Time for K‐12 Youth invites you to apply to participate in one of its three work groups. Formerly known as the Afterschool for All Initiative, San Francisco’s Expanded Learning Collaborative aims to provide a diversity of quality out of school time learning opportunities for all youth in Kindergarten to 12th grade who want them.

San Francisco is home to more than 52,000 elementary and school age youth and nearly 25,000 high school age youth, all of whom need positive learning opportunities and activities in the hours and days that they are not in school. Out-of-school time covers the wide range of programs that promote learning and enhance the cognitive, social, physical, artistic and/or civic development during the after school hours and summers.

For the past several years, the City and San Francisco Unified School District have worked together in partnership with providers, parent and youth representatives, and other community partners to build a citywide afterschool system that:
• Increases access to out of school time programs for all K-12 youth who want them
• Enhances the quality of out of school time programs serving K-12 youth

The Expanded Learning Collaborative engages work groups of volunteers to ensure a broad group of voices are represented in its efforts and to ground its recommendations in the experiences of practitioners, family members’ and school staff. Its work groups tackle objectives defined by the Expanded Learning Collaborative’s Policy Council and are part of the overall effort to build a citywide out of school time system. In the past, most individuals who participate in work groups have rated their experience as highly valuable to them as individuals as well as to the growth and development of their programs and organizations.

A description of the work groups is below:

1) Creating a Citywide Fee System Work Group
Led by Mele Lau-Smith of SFUSD, this work group will advise the school district on the creation of a fee system that will be implemented across all afterschool programs on SFUSD campuses.

Time commitment: 2 hour meeting every month and about 1 hour per month for additional tasks between meetings, throughout the 2014-15 school year.

2) Summer Learning Work Group
Led by Andrea Broxton of Partnership for Children and Youth, this work group will increase providers, funders’ and system-level decision-makers’ understanding of the critical role of summer learning programs, will identify unmet needs for summer learning programming and solutions to address those needs, and assist in enhancing the quality of summer learning programs across the city.

Time commitment: 2 hour meeting every month and about 1 hour per month for additional tasks between meetings, throughout the 2014-15 school year.

3) Capacity Building Work Group
Led by Pam Pradachith-Demler of the SF Beacon Initiative and Marissa Cowan of the Stonestown YMCA, this work group will provide input to the citywide ELC Technical Assistance Project (which provides free coaching, training and capacity building opportunities to the SF out of school time field), and identify other capacity building opportunities available to OST providers and methods of integrating/aligning those efforts to support a coherent approach to building capacity citywide.

Time commitment: 2 hour meeting every month and about 1 hour per month for additional tasks between meetings, throughout the 2014-15 school year.
