On April 27th, HISD administration proposed making HISD a District of Innovation (DOI). DOI districts are allowed to ignore state law protecting our rights to planning time, due process in teacher evaluations and laws to promote equity in our schools. 

Right now, HISD is proposing three exemptions to state law:
1)  Changing the the school start date to earlier in August
2) Exempting the district from Teacher Certification law in order to fill CTE vacancies 
3) Exempting itself from the 90% attendance student attendance law 

We need your opinion on these three exemptions from the law that HISD is seeking.

After hearing from members over the last few weeks we would like to get your opinion on some of the common reasoning for or against each argument. If you would like to clarify your reason for voting yes or no, we have added a comment section for each question.

* 1. Should HISD start the school year before the 4th Monday in August to enable more instructional time before standardized testing and enable the school year to end earlier so students may enroll in June college courses?

* 2. Should HISD exempt itself from teacher certification laws for in order to hire professionals in certain trades and vocations to teach the crafts of those trades and vocations (e.g. Engineering, Health Sciences, Construction, and Manufacturing) in Career and Technical Education?

* 3. Should HISD exempt itself from the state law that mandates that any student grades Kindergarten through Grade 12 may not be given credit or a final grade for a class unless the student is in attendance for at least 90 percent of the days the class is offered?
