Eligibility and Funding

We welcome your application for the 2021 Barclay-Giel Seed Grant program administered by the Commissioned Officers Foundation for the Advancement of Public Health (COF). The application will be open from March 11, 2021 through May 15, 2021. Grant awards are expected to be announced in July 2021. Applications submitted after the deadline will not be accepted. These grants are made possible by the bequest of CAPT Martha Barclay-Giel, a Commissioned Officer of the U.S. Public Health Service. The purpose of the grants is to stimulate the advancement of community-based public health programs. Information about the COF is available online at www.phscof.org. Eligible Applicants: Any non-profit entity, including 501(c)(3) or local/state/tribal organizations, whose primary mission is addressing one or more public health issues.

Eligible Public Health Issues: The grants are open to all areas of public health. However, areas of primary focus are the Surgeon General's Priorities. These priorities include Opioids and Addiction, Tobacco, Community Health and Economic Prosperity, Oral Health, and Emerging Public Health Threats (https://www.hhs.gov/surgeongeneral/priorities/index.html). Each proposed project or program must have a strong disease and/or injury prevention component that impacts the health of a community by promoting wellness, early detection, and early interventions.
 
Project Design: Funds may be used for any type of project such as community-wide public health initiatives, strategic public health plans, or “proof of concept” intervention projects. Funds are not intended for clinical care or patient treatment. We also encourage applicants to consider how projects may support the Healthy People 2030 Topics and Objectives (https://health.gov/healthypeople).

Grant Amounts and Reporting: The maximum grant amount is $10,000. The typical grant amount will be approximately $7,000. COF may elect to provide less than the full amount of funds requested. All the grant-awarded funds must be used by June 30, 2022. There is no opportunity for additional or continuation grant funds for the same grant. A written report/video/ photos/supplemental materials of the project will be due at the completion of the project or no later than 12 months after receipt of the funds.
