2020 District of Invermere Budget Survey

The Council of the District of Invermere is developing the 2020-2024 Financial Plan that addresses the needs of Invermere’s diversity, reflects shared priorities and moves the District toward important goals.  We invite you to assist us by sharing your thoughts on how we should create a balanced budget that addresses municipal priorities and remains fiscally responsible.  This annual survey provides you with an opportunity to outline your priorities as it relates to the DOI budgeting process.  Your participation is important and is a key component of our process for developing the 2020-2024 budget, assisting us in allocating funds and services, and determining tax rates. 
 
The survey can be found on the DOI website, www.invermere.net or hardcopies of the survey are available at the District Office located at 914 - 8th Avenue.  Surveys can be submitted up until 4:30 pm Wednesday, November 20, 2019.

SOLID WASTE

12.The District changed the operation of the current transfer station to a manned facility with operating hours this summer. The station is open 5 days per week and typically 10-12 hours per day. Do you support the continued manned operation of the current transfer station in the Industrial Park?

ATHALMER LANDS

The District has completed the purchase of the Athalmer Lands adjacent to Lake Windermere and incorporating Pete’s Marina and the Boat Launch.  The District will be initiating a neighborhood planning process early in 2020 to begin developing the future land use in the Athalmer area and the recently acquired lands.  To begin the process, Council wishes to ask the following:

HOUSING ISSUES

Housing within Invermere continues to be one of the key issues within the community.  With the short term rentals becoming more attractive, rental accommodations for new residents and seasonal employees is impacting the local economy.  The District has created a Task Force on Housing and is preparing to complete a Housing Needs Assessment in 2020 to begin developing policies to address the issues, please answer the following housing related questions.
19.From your perspective, is there enough affordable housing in Invermere?
20.Under municipal legislation, the DOI can offer developers an increase in density (an increased number of residential units in a project on a specific site) if the developer guarantees a certain amount of affordable housing will be included.  Should the DOI pursue this type of arrangement or policy to increase the supply of affordable housing in the community?
21.Is the affordability of housing and/or the availability of affordable housing in Invermere something that would make you consider leaving the community?
22.Do you think it is the responsibility of the District to assist in creating workforce or staff accommodations for employers within the community?
23.Do you think that short term rental accommodation options for visitors are beneficial for Invermere?
24.How do you feel about having one or more short term rental units in your neighborhood?
25.Do you support permitting property owners to offer short term rental accommodation in residential neighborhoods?

GENERAL SERVICES

28.If development proceeds on the Grizzly Ridge properties (former Hofert lands south of Castle Rock) within the Regional District of East Kootenay, would you support Invermere expanding its boundaries to include Grizzly Ridge?
29.Culverts are beginning to fail on Johnston Road and potentially impacting Abel Creek.  Would you support the District funding the replacement of two culverts for the approximate cost of $400,000?
