The International Institute of Building Enclosure Consultants (IIBEC), formerly RCI, Inc., is developing a personnel certification program in accordance with ISO 17024 for a Certified Building Enclosure Commissioning Provider (CBECxP). 

As personnel certification deals with a person, and not groups, companies or any other entities, the CBECxP is a single person who will conduct all the tasks required to carry out a comprehensive and complete building enclosure commissioning process.  The certification is not limited to specific sizes of buildings or certain building use; it will apply to building enclosure commissioning of all buildings.

As part of the certification development process, a listing of all the tasks required to complete a building enclosure commissioning process is being developed.  This is simply a listing of all the jobs a person needs to do to complete the building enclosure commissioning process.

A draft task listing is included with this survey.  This task listing has been developed with subject matter experts (SMEs).  To ensure that the task listing is complete, IIBEC would greatly appreciate your review and comments on the list.  Please point out any tasks that are not clear, any missing tasks, and tasks that should be deleted.

Where possible, certification programs should be based on standards.  The standards that were considered in the development of the task listing include:
  • ASTM E2813, Standard Practice for Building Enclosure Commissioning
  • ASTM E2947, Standard Guide for Building Enclosure Commissioning
  • ASHRAE 202, Commissioning Process for Buildings and Systems
  • ISO 21105-1, Performance of buildings — Building enclosure thermal performance verification and commissioning — Part 1: General requirements
  • ISO 21105-2, Performance of buildings -- Building enclosure thermal performance verification and commissioning — Part 2: Building Enclosure Assembly(s)
  • CSA Z320, Building commissioning
In addition to the available standards, the normal industry procedures for building enclosure commissioning need to be taken into consideration and any tasks not covered by the standards need to be added to the task list.

The CBECxP is the technical and administrative director of the BECx process, beginning with the documentation of the Owners Project Requirements (OPR) during Pre-Design and extending through the Design; Pre-Construction; Construction, and; Occupancy and Operations phases of the project. The CBECxP is responsible for assembling a team of experts (BECx Group) as appropriate to provide technical guidance during the Design and Construction Phases of the project.. The CBECxP shall coordinate and document the work of the BECx Group and work to translate their findings and recommendations into a workable format for further review and consideration by the Owner, the Architect/Engineer-of-Record and construction team responsible for the delivery of the project.

The CBECxP is a competent person qualified under this program by completing a four-part exam (Building performance, building science, material science and process/project delivery) and through a minimum verifiable level of education and years of relevant professional experience sufficient to demonstrate a fundamental understanding of building science and the physics of building enclosure performance and corresponding impact on energy use, conservation and resiliency in our built environment.
