Dear PIARC Colleague or Collaborator,
Welcome to our survey!

The World Road Association (PIARC) Technical Committee 1.1 (Performance of Transport Administrations), in association with the International Association of Transport Regulators (IATR), is undertaking a research programme into the key current and future challenges and change drivers facing Road and Transport Agencies now and in the future. The survey results will contribute to the work of both PIARC and IATR on envisioning the Transport and Regulatory Agencies of the Future.

The aim of the programme, which is ongoing between 2024 and 2027, is to understand the key current and future challenges and change drivers facing Road and Transport Agencies (referred to as Organisations throughout this Survey) at differing tiers, stages of development and contexts across the World and assess how they are planning to respond in strategy, regulatory, organisational, technological and human resource terms. The “future” in this context is medium-term to 2030 as well as at a higher level towards 2050.

This survey covers (i) overall organisational development and design (ii) public value creation and (iii) people and skills which are key considerations for PIARC. It also covers some additional considerations around for-hire transportation regulation which is a particular focus for IATR.

On behalf of TC 1.1 and IATR, we kindly request your cooperation in completing this survey as a key input to our research. You will make a major contribution to the evidence base, analysis under the research and final recommendations. A Survey Report will be published by PIARC in late 2025/early 2026.

The survey is intended to be completed mainly by public sector (or publicly-accountable) organisations with a planning, policy, infrastructure and/or service delivery remit in the road, transport and mobility sector at national, regional or local scale. This does not preclude other organisations – like private sector consultants or academics – in answering the questions, but the answers may be less applicable. If these other organisations wish to contribute to the issues and enquiries set out in this survey, please contact one of the PIARC or IATR representatives set out below.

We would appreciate each responding organisation providing a single response to this survey, with responses developed either by a single knowledgeable individual or by a collaborating group. If you are not the appropriate person to complete this survey, please forward it to the appropriate person at your organisation. Please note that the survey can be saved after every page and filled in more than one session before final submission as appropriate. For your convenience, 54 questions have been split into 8 sections, most of which are, as noted, aimed at all public organisations in the road, transport and mobility sector as follows:

Supplementary Section 9, prepared by IATR and covering Transport Regulation, has a further 10 Questions and is intended to be completed by eligible transport regulatory organisations only (including members of IATR) and may be answered in addition to Section 1, but without completion of other sections of the survey as may be appropriate.
We recognize that this survey is likely to take a considerate amount of time (60-75 minutes) to complete by a knowledgeable individual or group and as an appreciation of the time committed to the survey, all participants providing contact details will be provided with a summary version of the survey report in early 2026. Progress can be saved at the end of each page, and the survey can be completed in more than one session before final submission as appropriate.
