The funds should be used for one-time expenditures, such as capital improvements, so the city does not create recurring expenses that must be funded through taxes in the future. There are some restrictions on the use of funds such as they cannot be used to reduce debt, fund reserves, reduce taxes, or contribute towards other federal grants awarded to the city.
