d) Repurposing vacated space in the existing medical building—if a new clinic is built—to expand access to primary care and mental health services.

a) Demand for primary care, physical therapy, mental health care, and other services is rapidly increasing. Building a new medical clinic and making other improvements will allow Grand River Hospital District to address this growing demand.
b) The Hospital District's proposed improvements can be done without imposing a new tax.
c) Building a new medical clinic will allow the Hospital District to better meet the community’s growing healthcare needs by enabling them to add more healthcare providers.
d) Patients are experiencing long wait times for various clinical care appointments at Grand River Health. Adding space to accommodate more healthcare providers will help reduce those delays.
e) Emergency and after-hours visits at Grand River Health have significantly increased. Expanding the capacity of the emergency department will help patients receive care more quickly.

a) There are too many unknowns right now when it comes to our economy. The Hospital District needs to make do with what they have right now.
b) The Hospital District should have been putting aside funds to pay for a new building and renovations.
c) It was just seven years ago that the Hospital District asked for tax dollars to expand the hospital and long-term care facility. It’s too soon to pursue another building project.
d) The Hospital District should allow its existing bond levy to expire in 2037 and not add any new debt. This would allow property taxes to be reduced within the next 12 years.
e) While leasing off-campus space may be costly, it seems like a better option than undertaking a major construction project at this time.

Without imposing a new tax, shall Grand River Hospital District, Garfield and Mesa Counties, Colorado debt be increased $65 million, with a maximum total repayment cost of not more than $128 million, for the purposes of:
• Constructing, furnishing, and equipping a new medical clinic building to expand physical therapy and other clinic services;
• Repurposing vacated space in the existing medical building; and
• Completing construction in the surgical suite area to accomodate robotic and advanced technological capabilities;
and for acquiring, constructing, or improving any capital assets that the District is authorized by law to own; and shall the taxes authorized at the District's bond election in 2017 be extended and authorized to be used to pay the debt authorized at this election in addition to the debt authorized at the 2017 election?
