On Thursday, February 26th, the City's Planning and Development Review Department held a Visioning Workshop Community Meeting for the Semmes Cowardin Hull Plan at the Woodland Heights Baptist Church. Semmes Cowardin Hull Neighborhood Node Plan:
Per Resolution No. 2025-R007 city departments will work collectively with the City Planning Commission to prepare an amendment to the City's Master Plan, Richmond 300: A Guide for Growth, that updates the Vision and Primary Next Steps for the Semmes Cowardin Hull Neighborhood Node. The resolution also directs city departments to create strategies that will enable this area to reach its full potential as a Neighborhood Node and gateway to Southside. The action items identified in the resolution include:

-Developing a community-led vision and primary next steps for the Study Area.
-Analyzing vehicular traffic and pedestrian safety along the Major Corridors to development recommendations that prioritize safety, walkability and connectivity.
-Developing a streetscape plan for the Major Corridors.
-Considering zoning and incentives to encourage more neighborhood-serving commercial uses (such as grocery and retail).
-Encouraging the creation of mixed affordable housing.
