Why is this important?
New Castle County and the City of Wilmington are undertaking the development of their five-year Consolidated Plans. The County and City are developing their own separate planning documents but are combining resources to conduct a joint public engagement process.
The Consolidated Plan documents are required by the U.S. Department of Housing and Urban Development (HUD) in order for the County to continue receiving approximately $3,626,000 annually in Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funding. The City anticipates receiving approximately $4,024,000 annually in CDBG, HOME, ESG, and Housing Opportunities for Persons with AIDS (HOPWA) funding. These resources finance affordable housing and community development activities primarily for low- and moderate-income residents in Wilmington and across New Castle County.
The five-year Consolidated Plan must identify and analyze housing and homeless needs to determine Wilmington’s and New Castle County’s priority needs for affordable housing and community development benefiting primarily low- and moderate-income residents.
One element of this joint planning process involves outreach to residents, business owners, and community leaders for input on affordable housing, economic development, and community development needs throughout the city and the county.
