RFP Information and Instructions

The City of Hudson New York Tourism Board is welcoming applications for projects initiated by members of Hudson’s BIPOC (Black, Indigenous, and People of Color) and LatinX communities. The projects should promote Hudson as an attractive destination and strengthen our community ties and local economy. The Columbia Economic Development Corporation (CEDC) will be providing administrative support for this program. 

This round of funding is specifically focused on Hudson’s BIPOC and LatinX communities because they have been and continue to be marginalized by persistent social, cultural, and economic inequities--in Hudson and beyond. 

Only businesses and organizations based in Hudson, NY are eligible to apply. Only projects initiated by members of BIPOC and LatinX communities are eligible to apply. (i.e. serving our BIPOC and/or LatinX communities does not make an organization eligible.) All projects must take place within the boundaries of Hudson. 

BIPOC and LatinX individuals who are not affiliated with a business or organization but have relevant ideas should not be discouraged! There may be opportunities to collaborate with a business or organization. If you are an individual that would like to apply please attend one of the Q&A sessions listed below.

The Tourism Board will hold two virtual public information sessions to answer any questions you may have or provide suggestions of resources for assistance you may need related to this Request for Proposals for Tourism Projects on the following dates:

In addition, any questions related to this Request for Proposals for Tourism Projects may also be submitted by email to projecthudsonny@gmail.com.  All questions and responses will be posted on the PROJECT HUDSON WEBSITE.

The Hudson New York Tourism Board is accepting proposals for:

1. Smaller-scope projects with awards of up to $5,000. Selected smaller-scope projects will be granted 50% of their award upon the decision to fund, contingent on execution details provided in this application, including an executed contract. The remaining funding will be issued on a reimbursement basis in accordance with an approved list of deliverables incorporated in your contract. A final invoice for expenditures made in support of the project deliverables shall be  accompanied by a brief written progress report submitted via email within 30 days of project completion.

2. Larger-scope projects with awards of up to $15,000. Selected larger- scope projects will be granted 50% of their award upon the decision to fund, contingent on execution details provided in this application, including an executed contract. The remaining funding will be issued on a reimbursement basis, upon submission of an invoice for expenditures made in support of the project and accompanied by a brief written progress report submitted via email. A brief written final report must be submitted via email within 30 days of project completion. 

The Tourism Board has earmarked a potential $20,000 in funding for smaller-scope  projects and $30,000 in funding for larger-scope projects. The Tourism Board does not, however, commit to spending the full amount. The breakdown above is a suggestion of funds based on approximate project size. Project budgets do not have to be $5,000 or $15,000 to be eligible. Those are upper limits. Applicants are permitted to apply for multiple project proposals. Each will be evaluated separately. 

The Tourism Board will prioritize qualifying project proposals that address the criteria below and will recommend those projects to the Hudson Common Council for funding. 

The Tourism Board may request additional information or may make funding recommendations outside the parameters above on a per project basis, to the extent that a proposal meets the goal of the program. 

The Hudson City Tourism board must be acknowledged on all materials associated with the funded project. This will also be a stipulation in the project contract. 

The Tourism Board will consider applications that: 

● Take place in the City of Hudson

● Enliven Hudson’s city life

● Illuminate or create a unique experience of Hudson’s communities and businesses

● Create local opportunities for recreation and/or promotion

● Seek to advance walkability

● Create local opportunities for climate resiliency, where applicable

● Are accessible to all audiences and ADA compliant, where applicable

● Use “tactical urbanism,” which encourages low cost, impermanent, and DIY projects, where applicable. (Please see expanded list of definitions below.)

The deadline for project proposals is Friday, June 4th, 2021. Additional deadlines will be dependent on the availability of funding.

Completed applications and budget should be delivered to Hudson City Hall Project Hudson, Round 02 Attn: Hannah Black, Selha Graham and Kate Treacy.

Funding for each project is contingent on approval from the Hudson Common Council. The Tourism Board will notify applicants of proposal status after the immediately succeeding formal Common Council meeting. Thank you for your interest.
