The City of Rochester Hills, Michigan (pop. 76,300), a highly desirable community located in northern Oakland County, Michigan, seeks innovative and dedicated candidates for its Department of Public Services (DPS) Director position. Nationally recognized for its quality of life and resident satisfaction, Rochester Hills has been developed according to its Master Plan and is home to a wide array of industries including computer technology, electronic research, development and manufacturing, and warehousing and distribution. In addition, the City boasts more than 1,000 acres of parkland and a thriving cultural environment.
The Public Services Director reports to the Mayor and joins a highly collaborative and talented executive team comprised of nine other department heads. This position is responsible for providing strategic leadership and administrative oversight for the City’s infrastructure, directing the Engineering, Water & Sewer, Roads & Pathways, Field Services, and GIS divisions. The mission of the Public Services Director is to align with the City of Rochester Hills’ vision as a “Community of Choice for Families and Business” by supporting our most valued asset - talented, innovative and engaged workforce - through effective delivery of programs and services.
The Public Services Director has budget responsibility of approximately $60 million. As the largest Department in the City, the Public Services Team consists of 72 staff members, with employees in two union groups: GELC Local 1984 and AFSCME Local 1917 (supervisor group), and non-union personnel. The Director leads a team of eight leadership staff, across two locations (City Hall and the Garage), who provide an exceptional level of service at the City of Rochester Hills.
Background and Experience:
- Thorough knowledge of the principles and practices of the public services profession.
- Experience in the areas of departmental management, budgeting and planning; and in the fields of rehabilitation, reconstruction, preservation and sustainability of public infrastructure.
- Experience serving as the City’s subject matter expert for elected officials, staff and outside agencies.
Minimum Qualifications:
- Bachelor’s Degree in Public Admin, Business Admin, Civil Engineering or closely related field.
- Ten (10) years of progressively responsible professional work experience in engineering, public works, utilities, or municipal infrastructure administration.
- Five (5) years of senior-level administrative and supervisory experience managing multi-disciplinary teams or department-wide operations.
- Advanced knowledge of municipal budgeting, capital improvement programming (CIP), and strategic planning.
Intermediate proficiency with office computer applications.
- Valid Michigan driver’s license with no more than four (4) points currently on record.
- An equivalent combination of education and experience deemed to satisfactorily perform all essential job functions may be utilized.
Preferred Qualifications:
- Master’s Degree in Civil Engineering, Business Admin, Public Admin or closely related field.
- State of Michigan Professional Engineer License.
- EGLE S-1 Level Drinking Water Operator Certification.
- Experience managing collective bargaining units/labor relations.
Starting salary is $137,168 - $159,018 (DOQE), with excellent benefits.
