Introduction

Esteemed Colleagues,

CHCANYS invites your health center to participate in the first Emergency Management HCCN Hybrid Interoperability Exercise, scheduled for Wednesday, April 29, 2026, from 10:00 AM to 11:30 AM.

This 90-minute, low-lift exercise will simulate a compounded operational incident involving severe weather and opportunistic cyber disruption. The scenario discussion will take place via Zoom, with operational reporting and real-time coordination conducted through VEOCI.

This exercise builds directly on lessons learned from CHCANYS’ previous VEOCI-based exercise and represents an important next step in strengthening interoperability, situational awareness, and coordinated response across New York’s health center network. Participating health centers will not simply be observers in this process; your participation will help shape how VEOCI is used to support operational coordination during future incidents.

Because this is a collaborative pilot exercise, participation will be limited to 10–15 health centers, allowing those involved to meaningfully influence how these tools and processes evolve moving forward.

Participation is intentionally designed to be simple and practical, requiring only two to three representatives from each health center:
• Emergency Management lead / VEOCI Point of Contact
• IT representative

During the exercise, participants will submit a brief operational update through VEOCI and share situational awareness as the scenario develops within the VEOCI Side Room.
We hope your health center will help lead this effort and contribute to shaping the next phase of coordinated emergency management capabilities across the HCCN network.
