Section 11 – Goals
The UDF generally agrees with the goals, except for (c), and requests additional goals to better define the purpose of the act.
2.1 Request Amendment to Clause (c) – A Positive Planning Goal
We consider that the Bill should include a positive statement that outlines what the bill is trying to achieve in relation to outcomes within urban areas. It should outline elements of the public good that the bill is trying to achieve, in particular in relation to recognising the importance of well integrated public space as a unique part of the urban fabric.
The bill introduces a new term “well-functioning urban and rural areas” as a single concept, without defining what this means for urban environments or acknowledging the very different characteristics urban and rural places. The goals are quite specific in other areas and some more clarity is needed here.
We request the inclusion of a definition [1] of Well-functioning urban areas / environments to clarify this important goal. Whilst the exact definition of “well-functioning environments” may be articulated in National Direction, it should be separately listed as one of the goals of the act.
