Thank you for consulting with us regarding housing, economic and community development needs and priorities for Multnomah County, the City of Portland, and the City of Gresham (the Consortium).  Your comments will help shape the goals and funding priorities for the Consortium's federal grant funds and will be published in the Five-Year Consolidated Plan 2021-2025.

Rental Housing:
Increase the production and preservation of rental housing, with an emphasis on rental homes for households who face the greatest challenges finding housing in the private market.

* Houselessness Prevention: Invest in programs with a proven ability to transition people quickly and permanently from houselessness to housing and programs that efficiently and sustainably prevent houselessness.

* Homeownership: Invest in programs and strategies proven to assist low and moderate income families to sustainably purchase a home or retain a home they already own.

Examples: Down Payment Assistance, Homebuyer Education & Counseling

* Economic Opportunity: Invest in comprehensive, evidence-based programs that assist adults and youth to improve their economic conditions by increasing their incomes and assets.

Public Services Needs: A limited amount of CDBG funding (15% of each jurisdiction's annual entitlement) can be used on public services projects.  Public services include job training, homeless services, youth services, childcare, health care, educational programs, services for seniors, welfare services and recreational services.  Please describe the need for these programs in the communities you serve.  What type of public services activities should be prioritized?

* 7. Consolidated Plan Goals: The proposed goals for the 2021-2025 Consolidated Plan are:

Goal 1: Increase and preserve affordable housing choice of rental and homeownership units for low- and moderate-income households in ways that promote racial equity.

Goal 2: Reduce and prevent homelessness, including mitigating the overrepresentation of Black, Indigenous, and People of Color experiencing housing instability.

Goal 3: Improve livability and promote economic development in low and moderate-income areas by investing in community infrastructure, employment training and anti-poverty strategies for area residents.
