Feedback on creating mandatory bylaw samples and templates

MNL and PMA, together with Stewart McKelvey, are developing a set of sample bylaws for our membership to use. In addition to the mandatory bylaws required by the Towns and Local Service Districts Act, we will be developing a set of additional bylaws.

We are looking for feedback on which bylaws members would like to see developed, and the priority of these bylaws.

The additional discretionary bylaws should cover topics not included in the mandatory bylaws. For your information, below are the mandatory bylaws descriptions from the Towns and Local Service Districts Act:

(a) rules of procedure at town council meetings;
(b) prohibiting and controlling the use of a source of water that the town council considers to be dangerous to public health;
(c) controlling and respecting the design, construction, alteration, reconstruction, minimum lot size and occupancy of buildings and classes of buildings and the demolition, removal and relocation and maintenance of buildings;
(d) arrears sales;
(e) subject to the Fire Protection Services Act, the prevention of fire in a town and the inspection of buildings in a town for fire protection services; and
(f) where the town has a fire department, the control and management of the fire department and the participation of the fire department in emergency activities not related to firefighting or fire prevention.

3.The Act enables municipalities to create additional discretionary bylaws, as required. The topics covered by discretionary bylaws, as included in the Act, is listed below. Please rank these according to how important they are to your community. This ordering will help us to determine the order in which we draft sample bylaws for member use.
