Hawaii's Comprehensive System of Personnel Development (CSPD) aims to establish an integrated personnel system that fosters a collaborative, knowledgeable, and highly qualified workforce. We envision a workforce that will provide culturally and linguistically responsive early learning services to keiki (children) from birth to five years old, particularly those with special needs and their ohana (families). The CSPD addresses various challenges within the Early Childhood (EC) workforce, including personnel shortages, training needs, inconsistent alignment of competencies and standards, diverse needs of young children and their families, and inequities in preparation and compensation.
The CSPD includes members from the Hawaii Department of Health’s Early Intervention Services, the Department of Education’s Special Education Services, family members, and representatives from early care and education organizations, state certification and licensure bodies, higher education faculty, and staff from the Center for Disabilities Studies. Our CSPD team focuses on recruitment and retention because we recognize that a qualified, stable workforce is crucial to our early childhood system.
