Impact: How significant of an impact would it have on global human capital if the statement were true? (1 = very low impact, 7 = very high impact)

EXAMPLE: Assume the statement says: "Wages will continue to grow globally." If you believe there is low likelihood that wages will grow globally through 2023, you would rate the likelihood a "2".
