COABE and NASDAE are working together to create a set of legislative priorities we hope Congress will address when the Workforce Innovation and Opportunity Act (WIOA) is re-authorized. Please rank the following topics in order of importance. IMPORTANT: This survey forces intentionally forces selection of priorities to easily determine highly valued topics. You will have the opportunity to add additional options for consideration as well.

Encourage collaboration between WIOA Title II and Title I programs.
Develop a platform to provide an up-to-date national list of all local adult education providers for ease of location by potential adult learners and businesses.
Streamline and improve performance reporting for the six common performance measurements.
Research to test new models of service delivery (technology) or practices.
Expand correctional education/prison literacy programs.
Enhance linkages between Career and Technical Education and Adult Education.
Improve PELL/Ability to Benefit access for ABE programs/students.
Correct the disparity of funding and administrative caps for all partners required to support the one-stop infrastructure costs.
Require that the State Director of Adult Education be a voting member of the Governor’s Workforce Development Board.
Clarify that Career Pathways programs should be jointly funded by the partners (WIOA Title I, II, and IV).
Ensure that adult education services continue to be a separate Title in the WIOA legislation.
