2. Submission does not obligate the Town to intervene in any specific permit, inspection, dispute, or project.
3. Information may be reviewed by Town management or the CAP ombudsman function for tracking, evaluation, or aggregation purposes only.
4. Outcomes may range from internal documentation or monitoring to broader process or policy evaluation; some submissions may result in no further action.
5. In certain circumstances, the Town may determine that concerns are more appropriately addressed through external consumer advocacy or regulatory pathways, such as the California Contractors State License Board (CSLB) or other relevant agencies.
6. Identification of a contractor, builder, or owner-builder does not constitute a complaint to the CSLB or other regulatory body and does not initiate contractor enforcement by the Town.

The Town of Paradise is collecting community input related to the Building Division Audit and implementation of the Corrective Action Plan (CAP). This intake is part of the CAP’s framework for information gathering, issue tracking, and oversight, including the establishment of an ombudsman-style review function intended to identify trends, systemic concerns, and opportunities for continuous improvement.

As outlined in the CAP, stakeholder input received through this intake supports implementation and monitoring activities associated with CAP Matrix Items D-1 and D-2, including the Town’s commitment to:

- Provide a structured, transparent mechanism for receiving stakeholder input; and
- Evaluate information at a programmatic and process level rather than as a case-specific adjudication.

This intake form allows property owners, builders, contractors, design professionals, and other interested parties to share information, concerns, or observations for Town review. Submission of this intake does not guarantee Town action, intervention, or direct involvement in any individual matter.
