Criteria for the Award of the
W. Donald Heisel Memorial Scholarship

1. Candidate must be accepted into a Masters of Public Administration, or other local government related graduate school program at an accredited college or university.
2. Candidate must submit application below.
3. Candidate must submit a resume and a transcript to DTilow@C4LG.org.
4. Candidate should have the ultimate goal of seeking a career in local government management (e.g. City Manager, Township Administrator, County employment, etc.)
5. It is preferable that the candidate is either currently seeking or holding a job in the Greater Cincinnati, Northern Kentucky, or Greater Dayton area.
6. This scholarship is for the 2026-2027 academic year. The winner will be awarded $2,000 for the Fall 2026 semester, and $2,000 for the Spring 2027 semester.
7. Application deadline is 5pm on Wednesday, July 1st.
8. The award will be in the amount of $2,000 per semester will be paid to your school and reflected as a tuition credit for you.
