Employer Referral Request Form

The Cape Breton Partnership is a referral partner to both Immigration, Refugees and Citizenship Canada (IRCC) and Employment and Social Development Canada (ESDC) on the Global Skills Strategy and the Global Talent Stream. These programs are for employers who want to attract top talent to work for their company with a fast and predictable process.
The Global Skills Strategy (GSS) helps attract highly qualified talent from around the world to support the growth of companies in Canada. The GSS allows for priority processing of applications, work permit exemptions, and grants companies access to IRCC’s Dedicated Service Channel (DSC) for companies making a significant investment or top academics

Companies referred to IRCC’s DSC for GSS will be linked with dedicated “account manager” who can: provide information on immigration program options and explanation of processes; link investing companies to relevant operational staff in Canada or abroad; act as a point of contact to ensure smooth processing and communication.

The GSS can also provide prioritized application times for workers (2-week standard). Workers must be applying from outside Canada to be eligible for the Global Skills Strategy.

For workers exempt from an LMIA, they need to be at NOC Skill Level 0 or A and employers must submit an offer of employment through IRCC’s Employer Portal.

For workers who require an LMIA, employers must have a positive LMIA through the Global Talent Stream. 


What makes the GSS unique?
  • Client-focused service: IRCC have departmental staff ready to guide employers making significant investments through the immigration process.
  • Priority processing of applications: Work permits for high-skilled workers will be processed with a two-week service standard.
  • Short-term work permit exemptions: Skilled workers and top research talent able to come work in Canada for short periods (15 to 120 days) with less red tape.

  • Category C - Innovative by a firm operating in Canada, focused on innovation, willing to grow and seeking to scale up (same criteria as ESDC’s Global Talent Stream)

      • Commercialization of Intellectual Property (patents, trademarks, etc.)
      • Research & Development (R&D) capacity;
      • Innovative business models, including innovative marketing strategies.
    • Example of willing and capable of growing or scaling-up:
      • Annual revenues of $3 million or more, or average annualised growth greater than 10% per annum (in revenue or in number of employees), over a 3-year period;
      • Established market fit (e.g. has product or service tested on the market);
      • A plan to sell internationally or international sales;
      • Achievable business plan with human resources strategy;
      • Competitive technical/business intelligence capacity;
      • Achievable Financial Plan with investors or funding (Boot-Strapped or Venture Capital).
