Introduction
Carers UK is gathering evidence from both unpaid carers and advisers about Carer’s Allowance overpayments.
In November 2025, the Government published the Independent Review of Carer’s Allowance overpayments and its response to the report. Carers UK are pleased to see that the Government has accepted the majority of the Review’s recommendation. For more information on the review please visit our website.
We feel that we continue have an important role to reflect carers’ experiences, whether positive changes are being felt by carers and whether there are continued issues with DWP systems and practice. Our evidence from carers is what has made a difference already.
As we continue our campaigning to prevent future overpayments, gathering carers’ experiences is vital. The evidence we collect will help shape our proposals for a better model of Carer’s Allowance – one that protects unpaid carers from overpayments and better supports those juggling paid work with caring responsibilities.
Any evidence you provide may also be used to support a wider project looking at how the earnings limit for Carer’s Allowance functions, and how well it works for carers who would like to combine paid work and care. No personal details from this will be shared at any point and any information that you provide to us is given in the strictest confidence. You are welcome to submit your evidence to us anonymously.
Should you have any questions about this survey, please get in touch with us at policy@carersuk.org.
