American Rescue Plan Project Evaluation Criteria

The City of Greensboro will receive $59.4 million in federal American Rescue Plan (ARP) for COVID-19 relief and economic recovery. Help the City decide how it will evaluate projects or programs for funding.

Criteria 1: Aligns with City Plans
The proposed project or program should comply with and/or be recommended in an existing City plan, such as the Capital Improvements Plan, the 2040 Comp Plan, Transportation Thoroughfare Plan, Parks &Recreation Strategic Plan, or other department plans.

Criteria 2: Project Design & Management
The proposed project or program should have a preliminary design and cost estimate, can be implemented during the grant’s required timetable, and won’t have significant ongoing costs.

The proposed project or program should address City Council’s strategic goals or the areas resident’s identified as high priorities through the ARP Simulator.

Criteria 4: Financial Stability & Stewardship
The proposed project or program should provide an improved and stabilized financial condition for the requesting entity and give support to projects that cannot be funded through other revenues.
