* 18. NCA Leadershi candidates are requried to have a ecommendation from their next-in-line in the CERT hierarchy. CERT Volunteers need a recommendation from their CERT Program Manager. CERT Program Managers need a letter of recommendation from the CERT Sponsoring Organization. CERT Program Managere that are also the Sponsoring Organization Point of Contact need a letter of recommendation from their supervisor and/or FEMA Region.
