1. Heritage Survey

Dear Heritage Colleagues,

Urban-Econ Development Economists was appointed by the South African Heritage Resources Agency, to provide a viable economic financial business model to assist the organisations with the implementation and funding of all relevant heritage legislation and policies.

Section 58, pertaining to Transitional Provisions and Consequential Amendments, lists numerous activities that must be enacted for a smooth transition from the National Monuments Council to the new institution (SAHRA). Some of these activities were undertaken and some were not applied which created challenges for SAHRA.

Unfortunately, the costing of the implementation of the new act (NHRA) was not completed. This meant SAHRA had to utilize the National Monuments Council’s business model in order to implement the new Act. This had serious implication as the new Act had more provisions aimed at transforming the heritage resources landscape and practices to suit a new democratic, non-racial and non-sexist state. With limited resources, an ad hoc implementation of the new Act had to be followed with peace-meal applications of the Act. With more and more previously ignored and marginalised heritage resources require attention, SAHRA requires a business model which will regulate how it holistically, inclusively manages and conserves heritage resources.

This research is undertaken by Urban-Econ on behalf of the South African Heritage Resources Agency (SAHRA); it is a pragmatic project which will hopefully make a meaningful contribution to SAHRA and the heritage sector as a whole. This study will also provide a much-needed understanding and recommendations on the State of South Africa’s heritage resources.
