1. Instructions and Guidance

MTC and the Transit Operators ask that interested vendors provide feedback on the Industry Review Draft for the C2 Regional Transit Fare Payment System Integrator, which has been organized in terms of the three main elements below:
  • The body of the RFP (cover letter and Sections I through IX);
  • A draft Scope of Work (“Attachment A” of the RFP) outlining the functional requirements that the C2 system and Contractor would be expected to meet; and
  • A draft of the proposed Contract (“Attachment E” of the RFP) that would be executed with a successful vendor.
MTC and the Transit Operators are interested in receiving feedback on:
  • Changes that might be considered to reduce project cost, time, or risk while still providing a highly functional, best-in-class system that meets or exceeds the program goals described in the document;
  • Perspectives on the proposed design process, which would involve finalizing the system design jointly with the Contractor;
  • Requirement that the C2 System Integrator assume the operations and maintenance of the C1 system; and
  • Any major items that appear unclear or missing.
Specific comments may be provided on some or all of the questions included in this survey. Furthermore, respondents will be welcome to provide feedback via the general text entry boxes and to upload files. 

Submittals in response to this solicitation of industry comment are subject to public inspection, except as provided in Section IX.D of the attached draft RFP.
