The security environment in the Pacific region is complex and continuously changing.

At their 2017 meeting in Samoa, Forum Leaders agreed to build on the Biketawa Declaration and other Forum security related declarations (including the Honiara Declaration, Aitutaki Declaration, & Nasonini Declaration) as a foundation for strategic future regional responses.

Forum Leaders recognised the importance of an expanded concept of security that was inclusive of human security, humanitarian assistance, prioritising environmental security, and regional cooperation in building resilience to disasters and climate change.

Forum Leaders tasked the Forum Secretariat to initiate consultations on developing a comprehensive ‘Biketawa Plus’ declaration that captures this expanded definition.
