There are many ways in which the City of Bella Vista may evolve over the next 20 years. The change that occurs should be based upon the long range vision created by this Comprehensive Plan. To plot out a course of action for the future we must first define the community that is desired. The content of this Framework Workbook presents two distinct options for the future of Bella Vista. The Original Bella Vista and Village 2040 scenarios represent the opposite ends of the spectrum with regard to addressing change in the community. Your input and feedback regarding these two scenarios, and any number of possible scenarios in between will define the policies and strategies that will influence future decisions about Bella Vista.

The intent of the Comprehensive Plan for Bella Vista is to identify a desired future for the community. The future of Bella Vista will be defined by the elements that the community believes are important. Those elements can include things such as development, traffic, economics, aesthetics and environment, as well as other elements. To achieve a desired future, the comprehensive plan should assist decision making through guidance provided and allow the best decisions to be made for the community. To that end the frameworks are the starting point for defining discussions about those elements which the community values.
Community frameworks provide the guidance and coordination of elements to address the challenges and opportunities at the city-wide scale, through policies and strategies that allow the community to achieve its vision. The frameworks provide a broad level of guidance to be proactive in response to planned changes, as well as reactive to issues or ideas that arise. Each framework will work to address the individual opportunities and challenges of the topic as well as coordinate with other frameworks to provide comprehensive guidance.
Previous engagement and research identified six primary themes that the community values when defining the current and future qualities of Bella Vista. The themes through the planning process to date have become the frameworks and will focus on the following questions:
• Identity - What will Bella Vista be known for in the future?
• Development - What type of places do we intended to create?
• Mobility - How will people move throughout the community to access services offered?
• Economic Development - What goods, services and amenities should be offered to support the needs of residents and visitors?
• Productivity - How will we ensure that the community is financially healthy?
• Governance - How should public services be provided and managed?
To assess the application of the community frameworks to Bella Vista and their ability to guide future growth and development the following scenarios are provided to illustrate potential futures.
