The Bellevue Urban Renewal Agency (BURA) is exploring improvements to Bellevue’s Historic Downtown, starting with the half-blocks on the west side of Main Street and the alleyway overlooking the Howard Preserve. The intent of the project is to create a unified, long-term vision for the area that brings together elements of placemaking, economic development, and walkability to the downtown core and surrounding areas.

The street ends and alleyway currently serve as loading zones, service and emergency access points, snow storage, and parking areas, but have strong potential to become activated public spaces, green corridors, improved parking areas, or sites for incremental infill development. The alleyway could also provide a more meaningful connection and overlook of Howard Preserve.

The project is being supported by an interdisciplinary team of planners, landscape architects, and engineers from Idaho-based firms GGLO, Agnew::Beck, and Great West. The project is currently in the “Analysis” phase of the work that aims to collect information from the public to inform concept designs and recommendations. Future opportunities to stay involved and provide input on initial master plan concepts and designs will be offered in the next phase of the work that will run from April-June 2026.
