1. General Information

The Virginia Health Workforce Development Authority (VHWDA), in partnership with the Virginia Department of Medical Assistance Services (DMAS), invites Medicaid-enrolled institutions to apply for supplemental GME payments.

Programs may apply for supplemental funding to support one of the following tracks:

  • Track A: Expansion of the total number of residency positions, or
  • Track B: Implementation of an innovative initiative to support selected residents, who are committed to practice in rural or underserved areas in the Commonwealth, post-graduation.

Approved applications will receive $100,000 annually for up to 4 years, pending state budget approval. Pursuant to Item 288 UU.2b of Chapter 725 of the 2025 Appropriations Act, an enhanced supplemental award of $150,000 annually will be given to OB-GYN and Psychiatry (Adult & Pediatric) residency slots beginning on July 1, 2026. All funded residents must complete a mid-training reflection and a brief final project milestone report.

Preference will be given to programs that:

  • Train residents/fellows in rural or Health Professional Shortage Areas (HPSAs) (please see attached Glossary for definition of rural)
  • Serve a high percentage of Medicaid/uninsured patients
  • Collaborate with Area Health Education Centers (AHECs)
  • Show strong recruitment/retention in HPSA's
